Comprehensive Summary of Platte County Commissioner Proceedings pursuant W.S. §18-3-516(a) – The Board of County Commissioners, Platte County, Wyoming, met on the 15th day of September 2026 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; John “Jeb” Baker, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the agenda as presented. The motion carried. Total: $359,402.02. Commissioner Statement: Commissioner Baker made a statement regarding questions of whether the Board entered into nondisclosure agreements (NDAs). Commissioner Baker unequivocally denied that the Board had agreed to any NDAs nor have they been offered, or accepted, anything that could be considered future financial gain. Public Hearing – Planning & Zoning: Chairman Shockley called a public hearing to order at 10:00 AM for the purpose of accepting public comment on a Special Use Permit request made by Five Nine Design Group. The request is to construct an amplification station for an adjacent fiberoptic line that runs in the state highway right-of-way. The facility is proposed to be constructed in a Ranching, Agriculture & Mining (RAM) zoning District. The parcel in question is described as part of the NE ¼ NW ¼ of Section 22, Township 22 North, Range 67 West, Platte County, Wyoming. Laura Bookout, County Planner, informed the Board that the Planning & Zoning Commission held a public hearing on September 9, 2026 and recommended the request be approved with one condition. The condition recommended was: 1) This approval is only for the data and storage facility outlined in the above-mentioned application. Any additional structures may require another application. Chairman Shockley opened the meeting to public comment, but none was received. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the special use permit request made by Five Nine Design Group with one condition as recommended. The motion carried. Executive Session: At 10:48 AM, Commissioner Jolovich motioned, seconded by Commissioner Baker, to call for an executive session for litigation pursuant to Wyoming Statute 16-4-405(a)(iii). The motion carried. At 10:40 AM, Commissioner Jolovich motioned, seconded by Commissioner Baker, to adjourn executive session where no decisions were made. The motion carried. Tax Cancellations: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the tax cancellation as presented with the associated refund. The motion carried. Courthouse Phase II Renovation: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve Change Order #4 and authorize Clerk Ervin to sign. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve Change Order #5 and authorize Clerk Ervin to sign. The motion carried. Executive Session: At 12:16 PM, Commissioner Jolovich motioned, seconded by Commissioner Baker, to call for an executive session for personnel matters pursuant to Wyoming Statute 16-4-405(a)(ii). The motion carried. At 12:31 PM, Commissioner Jolovich motioned, seconded by Commissioner Baker, to adjourn executive session where no decisions were made. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 12:40 PM.
