A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on August 10, 2026, pursuant to the law. Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Mayor Graves, Councilmen Evans, Perkins and Kaufman. Councilman Mixson was absent. Clerk/Treasurer Tabitha Enniss and Attorney Doug Weaver were also present. Mayor Graves presented the agenda. Councilman Evans motioned, seconded by Councilman Perkins, to accept the agenda. Motion passed 3-0. Councilman Kaufman motioned, seconded by Councilman Perkins, to accept the consent agenda and place it on file. Motion passed 3-0. PUBLIC COMMENTS: Kevin McBride and Bob Ruwart presented a check for $8,320.00 to Wheatland Fire Dept. as a result of the car show fundraising. Ruth Herdt presented information for upcoming community events to benefit Christmas decorations and local veterans. Cindy Witt thanked the Council for their support for the 250th birthday mural. Susie Orr asked if there was any accommodation that could be made for people with disabilities parking the wrong way on the street for their safety to get into and out of cars. UNFINISHED BUSINESS: None.NEW BUSINESS: Laura Bookout, County Planner and Matt Carrberry, Town Planner provided information for the Rocky Mountain Tower update for the setback and progress on plans. Councilman Evans motioned, seconded by Councilman Perkins to accept the update and approve the tower. Motion passed 3-0. Clerk Enniss presented the annual lease for the city farm with no changes. Councilman Kaufman motioned, seconded by Councilman Perkins to accept the lease. Motion passed 3-0. Ordinance 862: An Ordinance Amending Ordinance #824, 790, & 856 Establishing Rates for Electrical Service for the Town of Wheatland was presented for the first reading. Discussion was held regarding the reason for the increase as the cost of power to the Town has increased. Councilman Evans motioned, seconded by Council Kaufman to approve the first reading of Ordinance 862. Motion passed 3-0. Caliber Safety Service Agreement was presented. OSHA based training services to be provided to Town of Wheatland employees. Councilman Perkins motioned, seconded by Councilman Kaufman to accept Caliber Safety Service Agreement. Motion passed 2-0 with Councilman Evans abstaining from the vote. Task Order 26-01 was presented from Ardurra regarding consultation, advising and meeting support. Councilman Evans motioned, seconded by Councilman Perkins to accept and approve Task Order 26-01 from Ardurra. Motion passed 3-0.
