The Glendo Emergency Medical Services (EMS) District is seeking the approval of the qualified electors within the District to impose a tax not to exceed one (1) mill on the taxable property of the district. Proposed Initiative Proposition Number One: Shall a law be enacted: Establishing a property tax exemption for qualified homeowners’ primary residence in the amount of fifty percent (50%) of the assessed value of the dwelling; AND Defining “homeowner” and “primary residence”; providing that no more than one exemption shall apply to a single property or be claimed by a single owner per year; requiring a homeowner to be a resident of Wyoming for at least one year and to have occupied the primary residence for at least six months of the previous tax year to qualify; requiring an initial sworn claim to be filed with the county assessor by the fourth Monday in May; providing for continuing the exemption in subsequent years through annually confirming eligibility; providing a penalty for false claims; clarifying that the exemption applies to the residential structure; and specifying applicability? Estimated Fiscal Impact: Anticipated Revenue / (decrease) Fiscal Year 2028 ($92,614,266) Fiscal Year 2029 ($95,855,766) The above estimate is based on residential property assessed value and property tax data from the Computer Assisted Mass Appraisal (CAMA) system provided by the Department of Revenue in 2023. The future fiscal impact estimates are derived by using the January 2023 Consensus Revenue Estimating Group (CREG) report, estimating annual growth of 3.5% for properties in future years. This is an estimate of fiscal impact to the State of Wyoming only and does not include an estimate of any impact upon political subdivisions. The proposition references a beginning date of 2025, but if passed in 2026 the earliest applicable tax year would be 2027, with impact to the state beginning in 2028. Fiscal impact will apply to each year so long as the exemption is in place. Future impacts depend on unpredictable economic conditions. Registering to Vote for the General Election (Including new registrants & changes to current registrants): The last day to register to vote in the General Election is October 19, 2026. After this date, voter registration will be closed and you will need to both register and vote absentee the same day, or you may register and vote at the polls on Election Day, November 3, 2026. Campaign Finance Reporting: Pursuant to Wyoming State Statute (W.S.) §22-25-106, all campaign committees, Political Action Committees (PACs) and candidates (whether they are successful or not) must file a statement of contributions and expenditures between the dates of October 20 and October 27, 2026. Amendments to this report must be filed no later than 5:00 PM on November 13, 2026. Candidates for state offices must file their reports with the Secretary of State’s Office. Candidates for county, municipal, and school board offices must file their reports with the County Clerk’s Office. Those who fail to file a report required by law may be subject to penalties prescribed in W.S. §22-25-108, which includes a fine of $500.00 per day that the report is not filed. Candidates for special district director, excluding candidates for school district trustee, are not required to file this report pursuant to W.S. §22-29-113(a)(iii). Voting Assistance: Any elector who requires assistance to vote because of blindness, disability, or inability to read or write, may be given assistance by a person of the elector’s choice, other than the elector’s employer or agent of that employer or an officer or agent of the elector’s union (W.S. §22-13-113(a)). Absentee Voting: A qualified elector may request an absentee ballot at any point during an election year except on Election Day (November 3, 2026). Identification Required to Vote: Recent changes to Wyoming law require that every voter show acceptable identification at the polls to receive a ballot to vote. Forms of identification accepted at the polls are listed here: https://sos.wyo.gov/Elections/VoterID/Default.aspx. Voters who are unable to produce acceptable identification will be provided a provisional ballot. Provisional ballots are not counted unless a voter is able to provide acceptable identification to the Town Clerk’s Office by 5:00 PM of the day following the election. Uniformed and Overseas Citizens Absentee Voting Act: Starting Friday September 18th, 2026, the eligible members of Uniformed and Overseas Citizens are able to attain a ballot for the general election.
