Comprehensive Summary of Platte County Commissioner Proceedings pursuant W.S. §18-3-516(a) – The Board of County Commissioners, Platte County, Wyoming, met on the 19th day of May 2026 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; John “Jeb” Baker, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the agenda as presented. Commissioner Baker added an executive session, for litigation purposes, at the end of agenda. The motion carried with Commissioner Baker’s addition. Commissioner Baker motioned, seconded by Commissioner Jolovich, to approve the May 5th meeting minutes. The motion carried. Semiquincentennial Activities: Cindy Witt informed the Board she was organizing a mural painting to celebrate the 250th anniversary of the signing of the Declaration of Independence. Ms. Witt said numerous groups would be coming to paint on the mural, and on June 27th the mural will be available for the public to paint. County Road #50: Planner Bookout recommended that the entirety of County Road #50 be declared to be 60’ wide and remove condition #2 from the Johnston Farms subdivision, which required additional right-of-way to be dedicated as a condition of approval. Commissioner Jolovich motioned, seconded by Commissioner Baker, to accept the Planner’s recommendation regarding County Road #50. The motion carried. Through their action, condition #2 of the Johnston Farms subdivision was removed as a condition of approval. Furthermore, their action provided direction to the Planning Office to begin the process of vacating County Road #50 west of the interstate. Stellpflug Simple Subdivision: Commissioner Jolovich motioned, seconded by Commissioner Baker, to extend the filing deadline for the final plat through May 20, 2026. The motion carried. Tax Cancellations: Danette Eppel, County Assessor, presented tax cancellations to the Board. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the tax cancellations and refund as presented. The motion carried. Commissioner Baker motioned, seconded by Commissioner Jolovich, to approve the tax cancellations and refund as presented. The motion carried. Those cancellations can be found at the Office of the County Assessor. Annual Operating Plan: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the 2026 Wildland Fire Management Plan, also known as the Annual Operating Plan, and authorize the Chairman to sign. The motion carried. Sick Leave Donation: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the donation of up to 100 hours of sick leave from one employee to another. The motion carried. Fire Ban Discussion: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve an exemption for Western Building Supply to burn their refuse outside of the timeframe required in exemption (ii) of Resolutions #2026-07 and #2025-08, provided that Western Building Supply still be required to follow the other requirements established in exemption (ii) of those resolutions. The motion carried. Commissioner Scholarship: Commissioner Jolovich motioned, seconded by Commissioner Baker, to award Lilliana Hogan, Eleni McKee, & Cooper Meyer initial scholarship awards and further name Mikayla Durland, Tatum Struble, and Enrique Rafael as alternate award recipients; Commissioner Jolovich further moved to award Ryland Petroski a renewal scholarship and Dylan Nelson as the alternate. Commissioner Baker seconded the motion. The motion carried. Executive Session: At 2:20 PM, Commissioner Baker motioned, seconded by Commissioner Jolovich, to call for an executive session for legal advice pursuant to Wyoming Statute 16-4-405(a)(iii). The motion carried. At 3:00 PM, Commissioner Jolovich motioned, seconded by Commissioner Baker, to adjourn executive session where no decisions were made. The motion carried. Bridger Pipeline Expansion: Commissioner Baker motioned, seconded by Commissioner Jolovich, to not become a cooperator in the EIS but remain informed throughout the process, which was presented as option number two. The motion carried. Courthouse Phase II: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the design-build agreement with Sampson Construction. The motion carried. Grant Agreements: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the 2025 EMGP grant agreement. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the MCH grant agreement for fiscal year 2027. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 3:30 PM.
