A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on April 13, 2026, pursuant to the law. Mayor Graves called the meeting to order at 7:00 p.m.
The following were present at roll call: Mayor Graves, Councilmen Mixson, Evans, Perkins and Kaufman. Clerk/Treasurer Tabitha Enniss and Attorney Doug Weaver were also present. Mayor Graves presented the agenda. Councilman Mixson motioned, seconded by Councilman Evans, to accept the agenda. Motion passed 4-0. Liz Goddard presented statistics requesting funding for Wyoming Child and Family Services. A letter from Butch Orr asking to change the ordinance regarding parking against the flow of traffic. Morton Tillman also asked if all violators were ticketed or treated equally when there is parking against the flow of traffic. Josephine Young with PCED presented a new tax tool that is coming available to citizen. Mayor Graves presented Proclamations for Child Abuse Prevention Month, Arbor Day and National Service Recognition Day.
UNFINISHED BUSINESS: Councilman Kaufman motioned, seconded by Councilman Mixson to approve Ordinance 858 on second reading. Motion passed 4-0. AN ORDINANCE ESTABLISHING MONTHLY GARBAGE COLLECTION RATES AND REPEALING ALL OTHER ORDINANCES ESTABLISHING GARBAGE COLLECTION RATES FOR THE TOWN OF WHEATLAND Councilman Mixson motioned, seconded by Councilman Kaufman to approve Ordinance 859 second reading. Motion passed 4-0. AN ORDINANCE AMENDING WHEATLAND TOWN CODE §8.15.020 (a)(1) ESTABLISHING USE RESTRICTION AND FEES FOR DISPOSAL AT THE WHEATLAND SOLID WASTE TRANSFER STATION(WSWTS). NEW BUSINESS: Councilman Kaufman motioned, seconded by Councilman Evans to approve the cost proposal from Trihydro for landfill monitoring. Motion passed 4-0. Matt Carberry, Town Planner presented, Weber Simple Subdivision, Councilman Kaufman motioned, seconded by Councilman Mixson to approve Weber simple subdivision. Motion passed 4-0.Councilman Kaufman motioned, seconded by Councilman Perkins to approve 2026 Notice of Award for 2026 Seal Coat and Marking Project at the Wheatland Airport. Motion passed 4-0.Chief Otte and Doug Carter from ICE presented MOA 287(g). Councilman Mixson motioned, seconded by Councilman Evans to approve MOA 287(g) and give authority to Chief Otte to sign required documents. Motion passed 4-0. Councilman Kaufman motioned, seconded by Councilman Evans to approve Ordinance 860.Motion passed 4-0. AN ORDINANCE AMENDING SECTION 15.05.030 (a) UPDATING THE REFERENCE TO THE ADOPTED INTERNATIONAL BUILDING CODE. Councilman Kaufman motioned, seconded by Councilman Mixson to approve Net Metering policy. Motion passed 4-0. Councilman Kaufman motioned, seconded by Councilman Mixson to approve first reading of Ordinance 861. Motion passed 4-0. AN ORDINANCE AMENDING TITLE 13.40 OF THE CODE OF ORDINANCES OF THE TOWN OF WHEATLAND, WYOMING ENTITLED “BUILDING REGULATIONS” BY CREATING CHAPTER 13.40.150 MODIFYING AND REORGANIZING THOSE PROVISIONS GOVERNING THE IMPLEMENTATION OF A SOLAR ACCESS PERMIT SYSTEM, ESTABLISHING A PROCEDURE FOR PERMITTING AND PROVIDING FOR AN EFFECTIVE DATE.Councilman Kaufman motioned, seconded by Councilman Perkins to approve resolution 5-2026. Motion passed 4-0. RESOLUTION #5-2026 A RESOLUTION AMENDING 2025-2026 BUDGET TO DEFRAY EXPENSES FOR THE FOLLOWING: CAPITAL FACILITIES.
