Comprehensive Summary of Platte County Commissioner Proceedings pursuant W.S. §18-3-516(a) – The Board of County Commissioners, Platte County, Wyoming, met on the 17th day of March 2026 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; John “Jeb” Baker, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the agenda as presented. The motion carried. Public Hearing – Liquor Licenses: Chairman Shockley called a public hearing to order at 9:40 AM for the purpose of accepting public comment on liquor license applications. Chairman Shockley opened the meeting to public comment but none was received. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve six retail liquor licenses for renewal as presented. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve three county malt beverage license for renewal as presented. The motion carried. Public Hearing – Planning & Zoning: Chairman Shockley called a public hearing to order at 10:00 AM for the purpose of accepting public comment on a Special Use Permit request made by Mitchell Weight on behalf of Kinder Morgan for Hiland Crude, LLC. Chairman Shockley opened the meeting to public comment, but none was received. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the special use permit request made by Highland Crude LLC with one condition as recommended by the Planning & Zoning Commission. The motion carried. Planning & Zoning: Planner Bookout presented a simple subdivision request made by Daren Hershey on behalf of Sybille Creek Gravel, LLC to divide approximately 58.79 acres into four tracts. The Board will review the simple subdivision once a right-of-way for Sybille Creek Road is established to follow the road’s physical location. Health Insurance Renewal: Commissioner Jolovich motioned, seconded by Commissioner Baker, to accept the health insurance renewal proposal made by WEBT with a 90/10 premium split and 50% of savings given to employees who have HDHPs per Clerk Ervin’s recommendations. The motion carried. Problem Gambling Prevention: Commissioner Jolovich motioned, seconded by Commissioner Baker, to request funding for problem gambling prevention pursuant to W.S. 9-24-104. The motion carried. Easement: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve an electric line right-of-way easement for Wheatland Rural Electric Association. The motion carried. Encroachment Licenses: The Board reviewed, and approved, two encroachment licenses for Wheatland Rural Electric Association. Election Districts & Precincts: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve Resolution #2026-04 establishing election districts and precincts. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 11:00 AM.
