Comprehensive Summary of Platte County Commissioner Proceedings pursuant W.S. §18-3-516(a) – The Board of County Commissioners, Platte County, Wyoming, met on the 17th day of February 2026 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; John “Jeb” Baker, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Baker motioned, seconded by Commissioner Jolovich, to approve the agenda as presented. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the February 3rd meeting minutes. The motion carried. Total: $244,553.27. County Assessor: Commissioner Baker motioned, seconded by Commissioner Jolovich, to approve the tax cancellations as presented. The motion carried. County Clerk: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the donation sick leave donation requests as presented. The motion carried. Public Hearing – Planning & Zoning: Chairman Shockley called a public hearing to order at 10:00 AM for the purpose of accepting public comment on a Special Use Permit request made by Daniel Stone on behalf of Western Sunset, LLC. The request is to operate a 15-acre gravel pit. The parcel in question is described as part of the SW¼NE¼, NW¼SE¼, NE¼SW¼, SE¼NW¼ of Section 2, Township 30 North, Range 68 West, Platte County, Wyoming. Laura Bookout, County Planner, informed the Board that the Planning & Zoning Commission held a public hearing on February 10, 2026 and recommended the request be approved with six conditions. Those conditions were: 1) That this approval is conditional upon the approval of the required State permits, WYDEQ Land Quality Division, Water Quality Division and the Air Quality Division, with the understanding that final approval is expressly not granted until issuance of required State permits; 2) That the above approval be confined within Pt SW4NE4, Pt NW4SE4, Pt NE4SW4, Pt SE4NW4, Section 2, Township 30 North, Range 68 West, Platte County, Wyoming as shown on the site plan map provided by the applicant; 3) That the applicant be subject to all requirements in the Aggregate Extraction Section of the Platte County Land Use Rules and Regulations dated January 21, 2025; 4) That this be reviewed on a complaint basis or if access to this site is re-routed to any road maintained by Platte County; 5) Provide the Planning & Zoning office proof of reclamation and WYDEQ status of the state permits no longer in use in relation to Platte County Special Use Permit SP 13-3 held by Brad and Heather Reese from the WYDEQ; 6) Provide a letter from Brad and Heather Reese stating that SP 13-3 is no longer in use and that they would like to cancel the permit. Chairman Shockley opened the meeting to public comment, but none was received. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the special use permit request made by Western Sunset with the conditions recommended by the Planning & Zoning Commission. The motion carried. Planning & Zoning: Commissioner Baker motioned, seconded by Commissioner Jolovich, to approve the Carow Simple Subdivision. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 10:20 AM.
