RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE
TOWN OF WHEATLANDA regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on January 12, 2026, pursuant to the law. Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilman Evans, Mixson, Perkins, and Kaufman. Clerk/Treasurer Tabitha Enniss and Attorney Doug Weaver were also present. Mayor Graves presented the agenda with changes to E 2 removing PCED and Adding Senator Taft Love, Mayor Graves also added Noon Whistle under G #7 Councilman Mixson motioned, seconded by Councilman Evans, to accept the agenda with noted changes. Motion passed 4-0. Councilman Evans motioned, seconded by Councilman Mixson to appoint Keri Ashenhurst to the Lodging Tax Board. Motion passed 4-0. Councilman Evans motioned, seconded by Councilman Kaufman to appoint Clerk/Treasurer Tabitha Enniss to the Wyoming Municipal Power Agency Board. Motion pass 4-0.Councilman Mixson motioned, seconded by Councilman Evans, to accept the consent agenda and place it on file. Motion passed 4-0. Senator Taft Love introduced himself and spoke about the upcoming legislation session coming up. UNFINISHED BUSINESS: Councilman Mixson motioned, seconded by Councilman Kaufman to pay Nathan Willadsen claim for damage to his car in the amount $3,549.80. Motioned passed 4-0. Councilman Kaufman motioned, seconded by Councilman Mixson to approve pole attachment agreement with Visionary Communication Inc. Motion passed 4-0. NEW BUSINESS: Councilman Kaufman motioned, seconded by Councilman Mixson to approve Resolution 01-26. Motion passed 4-0. RESOLUTION #01-2026 A RESOLUTION OF THE TOWN OF WHEATLAND ADOPTING THE BUILDING PERMIT FEE SCHEDULE FOR CALENDAR YEAR 2026. Councilman Kaufman motioned, seconded by Councilman Evans to approve Resolution 02-26. Motion passed 4-0. RESOLUTION #02-2026 A RESOLUTION SETTING FEES AND CHARGES BY THE GOVERNING BODY OF THE TOWN OF WHEATLAND, WYOMING FOR PUBLIC RECORDS REQUESTS AND SERVICES. Councilman Evans motioned, seconded by Councilman Perkins to approve Resolution 03-26. Motion passed 4-0. RESOLUTION #03-2026 A RESOLUTION OF THE TOWN OF WHEATLAND ADOPTING THE ANIMAL LICENSING & IMPOUNDMENT FEE SCHEDULE FOR CALENDAR YEAR 2026. Councilman Kaufman motioned, seconded by Councilman Evans to approve change order number 001 on the Black Mountain Water storage tank. Motion passed 4-0. Councilman Kaufman motioned, seconded by Councilman Mixson to approve First State Bank, Rolling Hills Bank, and Platte Valley Bank as depositories for 2026. Motion passed 4-0. Councilman Kaufman motioned, seconded by Councilman Mixson, to approve the Platte County Record Times as the newspaper of record for 2026. Motion passed 4-0. Councilman Mixson motioned, seconded by Councilman Perkins, to approve the noon whistle to go off every day at noon except for Sundays. Motion passed 4-0.
