Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission (Commission) Rules and Regulations, the Commission hereby gives notice of the Application of Wheatland Rural Electric Association’s (WREA or the Cooperative) for authority to update rate sheets R-1 through R-24, as more fully described below.

1. WREA is a member-owned cooperative electric utility exempt from retail rate regulation but otherwise subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C), 37-2-112, 37-17-102-103. WREA provides electric service in areas of Albany, Laramie, Converse, Platte, and Goshen counties.

2. On December 17, 2025, WREA filed an Application requesting various revisions to rate sheets R-1 through R-24. Specifically, the proposed revisions provide for: a 2% discounted rate on demand and energy for member-owned substations with delivery voltage of 34.5 kV and above; discontinuance of the LP_WTS rate; and elimination of the Terms of Payment provisions for Rate Code: I-EO. Pursuant to Wyoming Statutes §§ 37-17-102 and 103 the Commission lacks the authority to approve rate or rate class changes. The above referenced provisions of the Application are, however, subject to the Commission’s jurisdiction. 

3. This is not a complete description of the Application. WREA’s Application is available at the Commission’s office in Cheyenne, Wyoming, or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 18020).

4. Anyone desiring to file a statement, intervention petition, protest, or request for hearing, related to the Commission jurisdictional portions of this application, must file with the Commission in writing, on or before February 5, 2026. A proposed intervention or request for hearing shall set forth the grounds, as well as the position and interest of the petitioner in this proceeding.
