Comprehensive Summary of Platte County Commissioner Proceedings pursuant W.S. §18-3-516(a) – The Board of County Commissioners, Platte County, Wyoming, met on the 18th day of November 2025 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; John “Jeb” Baker, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the agenda as presented. The motion carried. Commissioner Baker motioned, seconded by Commissioner Jolovich, to approve the November 4th meeting minutes. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the vouchers as presented. The motion carried. Total: $309,784.78. County Treasurer: The Board reviewed the daily receipts of Treasurer Kristi Rietz from November 3 through November 12, 2025, which totaled $722,091.11. Treasurer Rietz also presented the fiscal position of the county as of October 31, 2025. County Sheriff: Tony Krotz, County Sheriff, presented an agreement and quote. The Board did not take formal action on either item. Deputy Christina Mangan presented a proposal to purchase a K9. The Board agreed that Deputy Mangan can pursue the purchase of the K9 utilizing donated funds. Dispatch Agreement: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve a dispatch Memorandum of Understanding with the Town of Wheatland. The motion carried. Maintenance Department: Jim DeWitt, Maintenance Supervisor, provided updates to the Board. Executive Session: At 10:51, Commissioner Jolovich motioned, seconded by Commissioner Baker, to call for an executive session for personnel matters pursuant to Wyoming Statute 16-4-405(a)(ii). The motion carried. At 11:01, Commissioner Jolovich motioned, seconded by Commissioner Baker, to adjourn executive session where no decisions were made. The motion carried. Road & Bridge: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the agreement between iWorQ Services and Platte County and authorize the chairman to sign. The motion carried. IT Update: Jordan Ham, WyoLogic Inc., provided updates to the Board. County Planner: Laura Bookout, County Planner, informed the Board that the regulations were inconsistent in their verbiage. The Board agreed that Planner Bookout had the ability to update the word building to construction in instances concerning construction certificates and said the change would not require a public hearing. Executive Session: At 11:44 AM, Commissioner Jolovich motioned, seconded by Commissioner Baker, to call for an executive session for legal advice pursuant to Wyoming Statute 16-4-405(a)(iii). The motion carried. At 12:38 PM, Commissioner Jolovich motioned, seconded by Commissioner Baker, to adjourn executive session where no decisions were made. The motion carried. Sick Leave Donation: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve the donation of 60 hours of sick leave from one employee to another. The motion carried. Resolutions: Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve Resolution #2025-15, setting commissioner meetings for 2026. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Baker, to approve Resolution #2025-16, setting county holidays for 2026. The motion carried. Both resolutions are available for inspection online at www.plattecountywyoming.com or in the Office of the County Clerk. There being no further business for board consideration, the meeting adjourned at approximately 1:00 PM.
