CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Basin Electric Power Cooperative to modify the Laramie River Station, located at 347 Grayrocks Road, approximately five (5) miles northeast of Wheatland, in Platte County, Wyoming. The requested modifications include: suspending the use of sorbent injection into the Unit 1 boiler (EGU006) required under Air Quality Permit P0021834; removing the continuous emission monitoring system for ammonia in Unit 2 (EGU007) and Unit 3 (EGU008) boilers as required under Air Quality Permit P0022835; removing the 365-day rolling average hourly emission rate as required under Air Quality Permit P0022835; and demonstrating compliance with the ammonia limits, dictated under Air Quality Permit P0022835, with an alternate compliance demonstration (CTM-027).

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F000085 and permit number P0040454 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Platte County Library, Wheatland, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Platte County Clerk’s Office, Wheatland, Wyoming.
