REQUEST FOR QUALIFICATIONS – DESIGN-BUILDER - PLATTE COUNTY HOSPITAL DISTRICT Notice is hereby given that the Board of Trustees of the Platte County Hospital District (PCHD) has issued a Request for Qualifications (RFQ) from firms/individuals interested in providing Design-Build services in connection with construction of an EMS Garage (“the Project”). The Project will require design and construction services to be performed for the purpose of constructing a new approximately 3,500 sq. ft. EMS Garage located at TBD Zorn Street, Wheatland, WY, with substantial completion by the end of the 2nd Quarter, 2026. All submitted responses to this RFQ shall be sealed and must be received at PCHD attention: Candy Wright, 602 10th Street, Wheatland, WY 82201, by 5:00 P.M. on or before November 12, 2025. Respondents shall submit the following information as it pertains to their qualifications for selection: location of the primary place of business; name(s) and identification(s) of individuals to be assigned to the Project; experience with similar projects (size, location, cost, and contact information); qualifications, licensure, liability insurance, and bonding ability; ability to protect the interests of PCHD during the Project; ability to meet project budget and time schedule requirements; and compliance with W.S. §§ 16-6-101 through 16-6-107. Each of the above items shall be addressed in a brief written response and supported by relevant documentation. Responses shall include one original and seven (7) copies. Responses to this RFQ may be delivered in person, via United States Mail or parcel service. Response envelopes shall be sealed and marked as follows: “contains RFQ materials for PCHD EMS Garage”. Following the opening of all responses timely submitted, the PCHD Board will select a limited number of firms/individuals that best meet the qualifications for the Project. The selected firms will receive a request for interview and will be asked to submit a Design-Build Proposal. The project shall be administered pursuant to W.S. §§ 16-6-101 through 16-6-118 and W.S. §§ 16-6-701 through 16-6-708. Preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the State, quality being equal to articles offered by the competitors outside of the State. The PCHD Board reserves the right to accept or reject any or all responses and further reserves the right to cancel this RFQ or amend the qualification and selection criteria at any time, as the Board considers proper and in the best interests of the Project, and readvertise for responses.
