RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE
TOWN OF WHEATLAND
A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on October 13, 2025, pursuant to the law. Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilman Evans, Kaufman, Mixson and Allison. Clerk/Treasurer Tabitha Enniss and Attorney Doug Weaver were also present.
Mayor Graves presented the agenda and there were no changes. Councilman Mixson motioned, seconded by Councilman Kaufman, to accept the agenda. Motion passed 4-0. Councilman Mixson motioned, seconded by Councilman Kaufman, to accept the consent agenda and place it on file. Linda Fabian presented information regarding animal cruelty that is occurring within Town limits and requested that the Council and PD be aware and monitor the situation as much as possible. Thane Ashenhurst presented he is personally having new lighting placed around the area of Spaghetti West on 16th Street to allow for safer crossing of the street if patrons need to park there. He requested the “No Parking” signs be removed and permission granted for their customers to park across 16th Street on the side of the road on an “as needed” basis. The council informed Mr. Ashenhurst the signs were placed by the State and the engineer he had originally visited with regarding the parking would have to be contacted first. UNFINISHED BUSINESS: Councilman Kaufman motioned, seconded by Councilman Mixson to approve the Third and final reading of Ordinance 857. Motion passed 4-0.AN ORDINANCE TO AMEND ORDINANCE 830, 617 AND 621 SETTING FEES FOR BURIALS, DISINTERNMENTS, CEMETERY SPACES, AND FOR PERPETUAL CARE NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF WHEATLAND, WYOMING, as follows: Section 1: Burial Fees: The following fees will be charged for the opening and closing of graves: Infant burials and cremains:
(i)
$250.00 for those opened and closed Monday through Friday, except for holidays.
(ii)
$350.00 for those opened and closed on Saturdays and or Holidays. (a)All other burials:
(i)
$500.00 for those opened and closed Monday through Friday, except for Holidays.
(ii)
$700.00 for those opened and closed on Saturdays and or Holidays. Section 2: Disinterment: The following fees will be charged for a disinterment:
(a)
$1500.00 per space when the casket is moved to a different cemetery.
(b)
$2,000.00 per space when the casket is moved within the Town of Wheatland Cemetery.
(c)
$250.00 per space when cremains or infants less than 2 years of age are moved to a different cemetery.
(d)
$350.00 per space when cremains or infants less than 2 years of age are moved within the Town of Wheatland Cemetery. Section 3: Spaces: The following fees will be charged for cemetery spaces:
(a)
All spaces shall be $525.00.Section 4: Perpetual Care: The following fee shall be charged for each cemetery spaces (a)$25.00 which shall be paid when the space is purchased. Section 5:Cemetery Fee schedule will be reviewed and adopted annually during the first Town Council meeting of the
calendar year via resolution. Passed and approved this 11 day August 2025 on first reading.Passed and approved this 8th day September, 2025on second reading. Passed and approved this October day 13, 2025 on third and final reading. Councilman Kaufman motioned, seconded, by Councilman Allison to agree to the MOU with Platte Co. Parks and Rec. Motion passed 4-0. NEW BUSINESS: Councilman Mixson motioned, seconded by Councilman Kaufman to approve the Spillman Software contract for the PD. Motion passed 4-0. All Councilmen agreed to have the County review and complete the MOU for Dispatch. Councilman Kaufman motioned, seconded by Councilman Mixson to approve the DBT Transportation Aviation Support and Maintenance Service Contract. Motion passed 4-0. Councilman Kaufman motioned, seconded by Councilman Evans to approve Change Order number 1 Phifer Airfield GA Apron Reconstruction. Motion passed 4-0. With nothing further to come before the Council the meeting was adjourned at 8:22 pm.
