Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 1st day of August 2023 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the agenda as presented. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the July 18th meeting minutes. The motion carried. Executive Session: At 9:21 AM, Commissioner Mantle motioned, seconded by Commissioner Jolovich, to call for an executive session for personnel matters pursuant to Wyoming Statute 16-4-405(a)(ii). The motion carried. At 9:50 AM, Commissioner Mantle motioned, seconded by Commissioner Jolovich, to adjourn executive session where no decisions were made. The motion carried. Courthouse Parking Lot: Clerk Ervin presented two proposals received for Courthouse parking lot design. The proposals would allow for a handicap parking lot to be built at the southeast corner of the building. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to award an engineering service bid for parking lot design to Coffey Engineering. The motion carried. 2023 Mill Levies: Danette Eppel, County Assessor, presented mill levies for the 2023 tax year. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to certify mill levies for the 2023 tax year as presented. The motion carried. Surveying Services: Clerk Ervin presented a proposal for engineering services to survey E. Laramie River and E. Johnson Roads. Chairman Shockley expressed his opinion that the Board should consider extending E. Johnson Road across the railroad tracks and establish a right-of-way from the point at which E. Johnson Road crosses the tracks down to the Kuntz residence. This would provide for legal and practical access for the Kuntz family. Clerk Ervin will contact Coffey Engineering & Surveying to proceed with a surveying agreement. Staffing Update: Clerk Ervin informed the Board about the open maintenance position and asked if they would like to continue advertising the open position. The Board agreed that the position should continue to be advertised until filled. Clerk Ervin also asked how the Board would like to proceed with the vacant Emergency Management Coordinator position. The Board asked that Clerk Ervin schedule applicants to interview for the position on August 15th. The position will remain open until filled.
