Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 20th day of June 2023 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the agenda as presented. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the June 6th meeting minutes. The motion carried. Total: $392,799.94. Collections: The Board reviewed the daily receipts of Treasurer Kristi Rietz. Planning & Zoning: Chairman Shockley called a public hearing to order at 10:00 AM for the purpose of accepting public comment on a re-plat application. Doug Dumont, County Planner, presented a request made by George Bull to re-plat four parcels of land within the Lakeshore Tracts Subdivision described as Lots 130, 131, 132 and 134, which are located at 28 at 32 Elm Street, Glendo. The Planning & Zoning Commission recommended approval of the request on June 13, 2023. Chairman Shockley opened the meeting to public comments, but none were received. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the re-plat request made by George Bull. The motion carried. Building Certificates: The Board reviewed, and approved, building certificates for Todd & Jeanette Nelson and Constance Wagner. Final Plat Maps: The Board reviewed, and approved, final plats for the Wittrock Simple Subdivision re-plat, Hemke Simple Subdivision, Twin Springs Ranch Simple Subdivision, Unwin Simple Subdivision, and Mausbach Simple Subdivision. Subdivision Fencing Requirements: Planner Dumont updated the Board on a requirement established by the Wyoming legislature in 2023 that subdivisions adjoining range land must be fenced. The Board agreed that Planner Dumont should require the submission of a fencing plan pursuant to W.S. §18-5-306(a)(xiii) and continue to administer simple subdivision approvals at his discretion pursuant to Planning & Zoning Rules & Regulations. Senior Citizen Service District: Rose Martinez and Merlin Hitt presented the Senior Citizen Service District proposed budget for Fiscal Year 2023 – 2024. The District is funded through a 2-mill levy authorized by voters of the County. Federal Mineral Royalty Capital Construction Grants: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolutions #2023-09 authorizing the submission of a SLIB Grant. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolutions #2023-10 authorizing the submission of a SLIB Grant. The motion carried. Commissioner Scholarship: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to award original Commissioner scholarships to Hadley Paisley, Chelsea Martinez and Maxx Meyer. The motion carried. Agreement for Consideration: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve an MOU between the Fair Board and U.W. Extension. The motion carried. Budget Amendment: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolutions #2023-11 amending the Fiscal Year 2023 Budget. The motion carried. Fiscal Position of the County: Kristi Rietz, County Treasurer, presented the fiscal position of the County as of May 31, 2023. Treasurer Rietz also presented a resolution, which would authorize her to invest in the Wyoming Cooperative Liquid Assets Securities System (CLASS). Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2023-12 Authorizing Participation in Wyoming CLASS. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 11:30 AM.
