CALL FOR ELECTIONS
PLATTE COUNTY GROUNDWATER CONTROL AREA ADVISORY BOARD

NOTICE is hereby given that an election will be held July 26, 2023 at the Board of Control Office, 1560 B Johnston Street, Wheatland, Wyoming, to elect two board members to the Platte County Groundwater Control Area Advisory Board.  The vacancies are created by the expiration of terms presently filled by Jason Reyes (District 4) and Amy Johnston Miller (District 5).  Both Mr. Reyes and Ms. Johnston Miller have served two consecutive terms and are not eligible for an additional four-year term.   

Ballots will be collected at the Board of Control Office from 9:00 A.M. until 4:00 P.M. from those who are eligible to vote within District 4 or 5.  The ballots will include a space for write-in candidates.  If you are unable to be present, proxy forms will be available on the State Engineer’s Office website. Completed proxy forms will only be collected on July 26, 2023 from 9:00 A.M. until 4:00 P.M. at the Board of Control Office.      

Nominations for board members representing both District 4 and 5 will be accepted by the State Engineer’s Office until July 5, 2023.  Nominations can be submitted by mail, email, or phone to:

Advisory board members must own land or groundwater rights, or be the officers, officials or members of the board of a corporation which owns land or groundwater rights within the control area.  District boundaries within the Platte County Groundwater Control Area are shown on the attached figure.  

Ballots will be available 20 days prior to the election and can be obtained from the State Engineer’s website @ http://seo.wyo.gov/home/news-press-releases

Following the closing of the election, the State Engineer’s Office will verify collected ballots for voter eligibility pursuant to Wyoming Statute § 41-3-913, which states in part:

“Every person or corporation owning, or by virtue of public land filing, entitled to possession of land which is a part of the control area is entitled to cast for each member to be elected one (1) vote for each acre of such land as assessed upon the last annual assessment roll of the county in which the land is located, or as shown by the public land filing.  A person owning a tract of land of less than one (1) acre is entitled to cast one (1) vote for each member to be elected.  The grantee or assignee of the water in or under any described land is entitled to vote, as prescribed herein, in the place of the person or corporation owning or entitled to the possession of the land.  However, if board member districts are established, only the votes which derive from within each district shall be cast in the election of the district board member.”

Within five (5) business days, the State Engineer’s Office will announce the election results.
This election is being held pursuant to and under the authority of Wyoming Statute § 41-3-913.
