Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 6th day of June 2023 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the agenda as presented. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the May 16th meeting minutes. The motion carried. Grant Agreement: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve a grant agreement between the Wyoming Department of Health and Platte County. The motion carried. Tax Cancellations: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the tax cancellation for Dave’s Home Oxygen for tax year 2022 in the sum of $517.10. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the tax cancellation for Dennis & Shannon Baros for tax years 2019 – 2022 in the sum of $77.06. The motion carried. Sick Leave Donation: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the donation of 172 hours of sick leave from three employees to one. The motion carried. Building Certificate: Doug Dumont, County Planner, presented a building certificate from Nick & Kayla Mantle for approval. The Board reviewed, and approved, the building certificate. Bid Openings: The Board opened sealed bids for County-owned equipment. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to award the bid made by Cory Gillaspie for the 2006 Kawasaki 360 Mule in the sum of $500. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to award the bid made by Debra Shanahan for the 2006 Horton Homes house trailer in the sum of $12,000. The motion carried. Department Updates: The Board received updates from the Road & Bridge and Emergency Management Departments. Liquor Permit Request: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve an out-of-jurisdiction liquor permit request as presented. The motion carried. Specific Purpose Excise Tax: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2023-08 Approving Propositions for 1% Specific Purpose Excise Tax.
