March 2022 Collections: Circuit Court - $20,649.00. Encroachment License: The Board approved an encroachment license for Troy & Judy Hefner. Agreements: The Board considered two agreements. The first, was an amended contract with the Wyoming Department of Health that would provide an additional $34,000 in funding to Public Health. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve an amended contract between the Wyoming Department of Health and Platte County. The motion carried. The second, was a memorandum of understanding with the Wyoming County Commissioners Association (WCCA) to provide funding for a program that would provide for an annual congressional tour. Platte County would be responsible for providing $438 to WCCA to organize a tour of the southeast region of the state for Wyoming’s congressional delegation. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a memorandum of understanding regarding the congressional tour initiative, between the Wyoming County Commissioners Association and Platte County. The motion carried. County Treasurer: Kristi Rietz, County Treasurer, presented the financial position of the County as of March 31, 2022. Mrs. Rietz followed up on a discussion she had with the Board on March 15th about Senate File 19, Enrolled Act 26, which allows counties the option of refunding property tax. Mrs. Rietz informed the Board that the state did opt to fund the program and as such recommended the Board do not proceed with the County option at this point. Camp Guernsey: Rob Cain, Camp Guernsey liaison, informed the Commissioners that the Camp has made the decision to not allow the use of munitions that are likely to start fires starting June 1st to mitigate fire danger. Y-O Ranch Improvement & Service District: The board of directors for the Y-O Ranch Improvement & Service District (YO ISD) presented an approved resolution authorizing the collection a special assessment for the purpose of operations and maintenance of existing paved roads and the improvement of Coyote Drive. Resolution #2022-06: Clerk Ervin presented Resolution #2022-06, which would authorize the collection of charges for the Y-O Ranch Improvement & Service District. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Resolution #2022-06 approving the collection of charges for the YO Ranch Improvement & Service District. The motion carried. Planning & Zoning: A public hearing was called to order at 10:00 AM for the purpose of accepting public comment on two simple subdivision requests. Planner Clark presented a request made by Richard & Melissa Houdek for a simple subdivision to divide approximately forty acres into four parcels, each being approximately 10 acres, which the applicant requested be zoned residential. The property is described as part of the E ½ W ½ SW ¼ of Section 21, Township 30 North, Range 68 West, Platte County, Wyoming. Planner Clark also presented a request made by Brandon & Beth Wittrock for a simple subdivision to divide approximately forty acres into three parcels, which the applicant requested be zoned residential. The property is described as part of the W ½ W ½ SW ¼ of Section 21, Township 30 North, Range 68 West, Platte County, Wyoming. Both requests were recommended for approval by the Planning & Zoning Commission on April 12, 2022. Chairman Shockley opened the meeting to public comment. John Bauder and Eddie Giffins, nearby landowners, spoke against the requests due to risks of flooding. Mr. Bauder presented Platte County Resolution #2001-04, “Resolution Applying for Flood Insurance.” Richard Houdek spoke in favor of the requests and addressed the flooding comments made. Mr. Houdek informed the Commissioners that the subdivision plat would note as a real estate disclosure and explained he and the Wittrocks obtained easements through court action to access their properties. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the simple subdivision request made by Richard & Melissa Houdek and zone the parcels divided as residential. The motion carried. Building Certificates: Planner Clark presented building certificates from Cory & Lisa Bristow and Robert Scripter for approval.  Chugwater K9 Classic & Festival: Amber Ash, organizer of the K9 Classic & Festival, spoke about the marathon proposed to take place on September 3, 2022. Ms. Ash is proposing to use Iron Mountain Road for the marathon and is asking to close the road for approximately three hours. The Commissioners are favorable to the road being used for a marathon but ask that the road not be closed. Instead, the Commissioners ask that an alternate be proposed to allow traffic to pass through if necessary. County Clerk: Mr. Ervin informed the Commissioners that pursuant to W.S. §22-7-102(a), that they are required to divide the County into election districts and precincts no later than their regular meeting in May. Mr. Ervin shared his recommendation to divide the County into four election districts and a total of eight precincts – a reduction of five precincts. In accordance with W.S. §22-7-102(a), Mr. Ervin has submitted a notice for publication and has notified each political party that the Commissioners will review potential precinct changes on May 3, 2022, at 10:00 AM. Fair Board: Members of the Board met with the Commissioners to discuss the Fiscal Year 2022 – 2023 budget. Library Board: Members of the Board met with the Commissioners to discuss the Fiscal Year 2022 – 2023 budget. Maintenance Department: Jim DeWitt, Maintenance Supervisor, met with the Commissioners to discuss the Fiscal Year 2022 – 2023 budget. County Sheriff: Clyde Harris, Sheriff, met with the Commissioners to discuss the Fiscal Year 2022 – 2023 (FY23) budget. There being no further business the meeting adjourned at approximately 3:15 P.M.
