Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the minutes from the last regular meeting and the April 14, 2020 special meeting. The motion carried. Marcy 2020 Collections: Clyde Harris, Sheriff - $1,118.60. Financial Report: County Treasurer Kristi Rietz presented the financial report for the month ending March 31, 2020. Liquor License: Clerk Ervin presented an application for a new Special Malt Beverage Permit for Canyon Vineyard & Events LLC at 4681 Highway 34, Wheatland. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the county special malt beverage permit as presented. The motion carried. Planning & Zoning: A public hearing was called to order at approximately 10:00 AM to consider a Subdivision request made by Joseph Deeney and a Simple Subdivision request made by AImen LLC. Both were recommended for approval by the Planning Commission on April 15, 2020. Planner Clark presented a Subdivision request made by Joseph Deeney to add an approximately 5-acre tract to the Curtis Subdivision, located in the S ½ SE ¼ of Section 27, Township 42 North, Range 68 West, Wheatland. Planner Clark, and the Planning Commission, recommended the request be approved with the condition that the surveyor provide the Planner an electronic copy prior to the division being platted. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the request for a subdivision made by Joseph Deeney to add an approximately 5-acre tract to the Curtis Subdivision with one condition, as recommended by the Planning & Zoning Commission. The motion carried. Planner Clark presented a Simple Subdivision request made by AImen LLC to divide approximately 25.4 acres into three tracts located in the SW ¼, S ½ NW ¼ of Section 5, Township 26 North, Range 65 West, Guernsey. Planner Clark, and the Planning Commission, recommended the request be approved with the condition that the surveyor provide the Planner an electronic copy prior to the division being platted. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the request for a simple subdivision made by AImen LLC to divide approximately 25.4 acres into three tracts with one condition, as recommended by the Planning & Zoning Commission. The motion carried. Planner Clark also presented two building certificates for approval from Joseph Deeney and David Weber. Courthouse Renovation Project: Greg Orr, Project Manager, the project is still on schedule to break ground in this summer. Pricing for the project is being negotiated currently. Mr. Orr has scheduled a weekly meeting with Sampson Construction, Malone Belton Abel, and himself as a way of consistently updating the status of each entity’s work. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Mr. Orr informed the Commissioners that the project was still on schedule to break ground this summer. Sampson Construction has begun advertising for subcontractor pricing, pursuant to Wyoming state statute §16-6-1001 a guaranteed maximum price will then be provided prior to commencing construction pursuant to W.S.S. §16-6-701(a)(vii). County Maintenance Superintendent: The Commissioners met with Jim DeWitt, Maintenance Superintendent, for general updates about the County Maintenance Department. Mr. DeWitt updated the Commissioners about the flooring at public health, which was damaged as a result of a crash into the building. Mr. DeWitt also updated the Commissioners about a lighting upgrade at the Coleman Building. IT Update: Jordan Ham, WyoLogic, Inc., spoke about deploying managed switches, which would require cable runs to move the project in an efficient manner. Mr. Ham requested that the Commissioners approve up to $3,000 for cable runs through a subcontractor. Mr. Shockley suggested that Chairman Kontour approve a quote from WyoLogic and the subcontractor once those are obtained. Lakeshore Drive MOU: Clerk Ervin presented a Memorandum of Understanding (MOU) between Wyoming Department of State Parks and Platte County. The MOU would allow State Parks to pay up to $130,000 towards the chip sealing of Lakeshore Drive. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a memorandum of understanding between the Wyoming State Parks Department and Platte County to fund improvements to Lakeshore Drive. The motion carried. Resolution #2020-11: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2020-11 establishing a maximum speed limit of 30 miles per hour on Bluffview Road.
