PUBLIC NOTICE
Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 19th day of March 2024 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the agenda as presented. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the March 5th meeting minutes. The motion carried. Capital Facilities Lease: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the prepayment of the capital facilities lease for the Courthouse and 4-H Building renovation projects. The motion carried. Fire Ban: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2024-05: Implementing Fire Ban. The motion carried. Planning & Zoning: Chairman Shockley called a public hearing to order at 10:00 AM for the purpose of accepting public comment on a variance request made by Western Building Supply. Doug Dumont, County Planner, presented the request, which is on property described as part of the NW ¼ SE ¼ of Section 12, Township 24 North, Range 68 West, otherwise known as 16 North Road. Planner Dumont informed the Board the request was recommended for approval by the Planning & Zoning Commission on March 12, 2024. Chairman Shockley opened the meeting to public comments. David Bromley, Eric Ockinga and Kirbie Barnhardt provided comments. Commissioner Mantle recused herself from the discussion and vote citing a conflict. Commissioner Jolovich motioned, seconded by Chairman Shockley, to approve the Variance request as presented. The motion carried with Commissioners Jolovich and Shockley voting aye, Commissioner Mantle abstained. N. Bellis Road: Chairman Shockley called a public hearing to order at 10:50 AM for the purpose of accepting public comment on a petition made by Benjamin Droscher requesting to vacate N. Bellis Road. The Board began by reviewing the viewer’s report made by Theodore Stanfield. Chairman Shockley opened the meeting to public comments. Lorraine Allbright asked Mr. Droscher to clarify the purpose of his request. Mr. Droscher said he wants to make sure traffic is not driving down the road that should not be. No other comments were received. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the request to vacate North Bellis Road. The motion carried. Health Insurance Renewal: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to accept health insurance renewal rate at the same premium rate share. The motion carried. Personnel Policy: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2024-06 Updating the Personnel Policy. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 11:35 AM.
