Town of Wheatland council holds first meeting

WHEATLAND – A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held Monday, Jan. 9.

Mayor Graves called the meeting to order at 7 p.m. The following were present at roll call: Councilman Britz, Race, Madsen and Montoya. Clerk/Treasurer Candy Wright and attorney Doug Weaver were also present.

After the last minutes and the current agenda was approved, the December vouchers totaling $890,127.95 were approved.

Mayor Brandon Graves, Councilman William Allison and Councilman Joshua Kaufman were sworn into office by Town Attorney Doug Weaver. Graves then presented Bill Britz and Don Race with a plaque of appreciation thanking them for their years of service.

Graves presented the following appointments for the Town of Wheatland; Doug Weaver as Attorney, Candy Wright as Clerk/Treasurer, Douglas Willadsen as Police Chief, and Alan Madsen as Mayor pro tem.

Madsen motioned and was passed unanimously to approve the appointment of Randy Chesser and Mike Holst to the Planning and Zoning Commission for a 3-year term and to appoint Jarvis Windom as an alternate. 

Madsen then motioned to approve the appointment of Mr. Justin Brennan and Mr. Darrell Tiltrum to the Board of Adjustments for 3-year terms. This motion passed unanimously.

Montoya then motioned to approve the appointment of Planner Douglas Dumont to the Wheatland Historic Preservation Commission. That motion was also passed unanimously. Matthew Kukowski, representing Platte County Economic Development, agreed to have Director Tracy deRyk take over the monthly Economic Health and Development Trends report.

NEW BUSINESS: Madsen motioned to accept the agreement with Superior Contracting for the Water Storage Tank Overflow project. The motion was passed unanimously.

Councilman Kaufman motioned to approve the Solid Waste Transportation Service Agreement with Superior Contracting, LLC. The motion passed unanimously.

Montoya motioned to approve Ordinance 839 on first reading with noted changes. The motion passed 4-0. An Ordinance 839 Amending Parts of Chapter 6.05 “Animals and Fowl” of the Wheatland Town Code to Include Cats and a Portion of Section 6.05.190 Titled “Community Cat Control” is repealed and amended.

Montoya motioned to approve Resolution No. 01-2023. A Resolution Adopting the Building Permit Fee Schedule for Calendar Year 2023. The motion was passed 4-0.

Montoya motioned to approve Resolution No. 02-2023. A Resolution Authorizing Submission of a Local Government Project ARPA Grant Application and Certification Statement. The motion passed 4-0.

Allison motioned to approve First State Bank, Rolling Hills Bank, and Platte Valley Bank as the Town’s depositories for 2023. This motion passed 4-0. Kaufman then motioned to approve the Platte County Record Times as the newspaper of record for 2023. The motion passed 4-0.

The Council adjourned into Executive Session at 7:54 p.m. for the purpose of discussion on potential litigation pursuant to Wyoming State Statute 16-4-405 (a)(iii). Motion passed 4-0. Council adjourned out of Executive Session at 8:30 p.m. No action was taken. The Airport Advisory Board will be suspended until litigation and hangar acquisitions are complete.
