Timeline of State Funding for Wheatland Water Projects

Since its first application in August 2022, Wheatland has been able to accrue the funding necessary to complete this project through these various sources. Governor Mark Gordon did line-item veto a $2 million appropriation inserted into the Budget Bill for the water tank.
Wheatland applied for ARPA funding in the amount of $862,500 for the “Water Loss Remediation Project” during the first round of funding from the Water and Sewer program, but was not awarded any funding at the Oct. 17, 2022 meeting.
The Town also put in two applications seeking ARPA funding from the Local Government program. The Town’s first priority project was for the design of a new tank in the amount of $623,000, which was awarded. The second priority project was the 16th Street Infrastructure Improvement project, for which the Town requested $2,332,207, but was not awarded any funding at the Feb. 28, 2023 meeting. However, at the April 8, 2023 SLIB meeting, the Town was awarded $1 million towards the second priority project.

The Town did not submit an application for the second round of Local Government ARPA funding which was due Aug. 4, 2023 and presented to SLIB at the Nov. 2, 2023 SLIB meeting.
In December, the Town submitted an emergency MRG application requesting $7,570,651 for the demolition and replacement of the Black Mountain water storage tank and to make improvements to the Town’s existing water supply wells. This application was presented to SLIB for consideration at a special meeting held on January 8th. The proposed project was broken into two parts. The first part is the emergency demolition of the water tank and improvements to the existing water wells, with an estimated cost of $1,677,000, which was funded. The second part of the project, construction of a new water tank, was not considered an emergency and was not funded.
At the Special SLIB meeting on January 8, 2024, the Board instructed staff to work with the Town to help them get an SRF application submitted. The Board was willing to waive the application due date in order to have the application for consideration at the February meeting. Staff was informed at that time the Town did not want a loan and would not be submitting a SRF application. This project appeared on the 2024 DWSRF Intended Use Plan (IUP) which enabled the Town to apply for SRF funding through FY24. The Town did not request for this project to remain on the DWSRF IUP for FY25 so they will no longer be able to apply for a SRF loan to help fund this project.
Instead of a loan application, the Town submitted a regular MRG application in the amount of $1,864,433 for this project. At the time the MRG application was submitted, this project was also on the Omnibus Water Bill (Construction) for funding from WWDC for the new tank; the bill passed and they received $2,685,500. The regular MRG applications will be considered by SLIB at the June 20th meeting.  
At the June 20, 2024 SLIB meeting, the Town was awarded $1,064,433 from the MRG program and an additional $800,000 in ARPA funding to fully fund the demolition of the leaking water storage tank, well repairs and upgrades as well as a replacement water storage tank.
The Town of Wheatland may need to seek additional funding after the project goes to bid. No formal application for additional funds has been submitted.
