Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 6th day of July 2023 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the agenda as presented. The motion carried. Board Appointments: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to appoint Bill Klein and Bonnie Lockhart to the Planning & Zoning Board for a term expiring June 30, 2026. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to appoint Peggy Ervin to the library board for a term expiring June 30, 2026. The motion carried. WYDOT: Mark Ayen, District Engineer, presented the State Transportation Improvement Program (STIP) for 2023. The STIP outlines WYDOT’s intended projects for the next seven fiscal years, which include approximately 23 projects within Platte County. Public Hearing – Fiscal Year 2023 – 2024 Budgets: Chairman Shockley called a public hearing to order at 10:00 AM for the purpose of accepting public comment on the County, and Guernsey Rural Fire, Budgets for Fiscal Year 2023 – 2024 (FY24). Patty Small presented the Guernsey Rural Fire Department budget for FY24 to the Board. Clerk Ervin presented his budget message and updated the Board on budget adjustments he believed should be made. Sheriff Russell spoke to the suggested changes and requested additional funding to replace body and in-car cameras. Chairman Shockley opened the meeting to public comments, but none were received. County Fire Warden: Aaron Clark, County Fire Warden, spoke to the Commissioners regarding the potential need for a fire ban. Due to the amount of moisture, Fire Warden Clark is apprehensive to request a fire ban immediately and said he would like to revisit the implementation of a fire ban at the next Board meeting on July 18th. Executive Session: At 2:33 PM, Commissioner Mantle motioned, seconded by Commissioner Jolovich, to call for an executive session for personnel reasons pursuant to Wyoming Statute 16-4-405(a)(ii). The motion carried. At 3:08 PM, Commissioner Mantle motioned, seconded by Commissioner Jolovich, to adjourn executive session where no decisions were made. The motion carried. Fiscal Year 2023 – 2024 Budget: Clerk Ervin presented the final County budget for Fiscal Year 2023 – 2024. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2023-13 Adopting the Fiscal Year 2023 – 2024 Budget. The motion carried.
