PUBLIC NOTICE
RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE TOWN OF WHEATLAND A special meeting and a public hearing of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held at Town Hall on June 18, 2019 pursuant to the law. Mayor Graves called the Budget Hearing to order at 7:00 p.m. Clerk Wright presented changes to the 2019/2020 Budget. The Budget Hearing was adjourned and Mayor Graves called the Special Meeting to order at 7:30 p.m. The following were present at roll call: Mayor Graves, Councilmen Schindler, Ashenhurst, Britz and Madsen via speaker phone. Attorney Doug Weaver and Clerk/Treasurer Candy Wright were also present. Mayor Graves presented the agenda to Council for approval. Councilman Madsen motioned, seconded by Councilman Schindler, to add an executive session and accept the agenda as amended. Motion passed 4-0. UNFINISHED BUSINESS: Mayor Graves presented, for third and final reading, Ordinance 821 An Ordinance Granting a Franchise to Visionary Communications, Inc. on behalf of itself and its operating affiliates to operate and maintain a Hardwire Telecommunications System in the Town of Wheatland, Wyoming. Councilman Madsen motioned, seconded by Councilman Britz, to table Ordinance 821 until additional information is received. Motion passed 4-0. Mayor Graves presented, for second reading, Ordinance 822 An Ordinance Establishing Fees for After Hours Call-Outs and Meter Tampering. Councilman Britz motioned, seconded by Councilman Ashenhurst to approve Ordinance 822 on second reading. Attorney Weaver presented changes and additions to the Ordinance. Councilman Britz motioned, seconded by Councilman Ashenhurst, to amend the motion to approve Ordinance 822 with the changes presented by Counsel. Motion passed 4-0. NEW BUSINESS: Mayor Graves presented Resolution 3-2019 A Resolution Authorizing the Submission of an Application for Federal Funding through the Transportation Alternatives Program Administered by the Wyoming Department of Transportation for the Town of Wheatland for the Purpose of Updating the Current Wheatland Pathway Plan. Councilman Ashenhurst motioned, seconded by Councilman Schindler, to approve Resolution 3-2019. Motion passed 4-0. Mayor Graves presented the 2019/2020 budget to the Council. Discussion was held on the changes discussed during the Budget Hearing. Councilman Britz motioned, seconded by Councilman Madsen, to adopt the 2019/2020 budget and resolution as amended.
