He was born to Merl and Marie (Wiley) Atkinson on Wednesday, June 17, 1953, in Laramie, Wyoming. He lived at the family ranch at Garrett, Wyoming until he moved to Laramie. He attended and graduated from the University of Wyoming Prep High School in 1972.

Howard had many occupations throughout his lifetime. He worked as a ranch hand for John and Lucille Kafka and Don Robbins at Garrett. He helped construct the Laramie River Power Station in Wheatland, Wyoming. He moved back to Laramie and was employed at the Laramie Block Plant, and later operated an independent trucking business.
