Unapproved Record of the September 7, 2021 Proceedings of the Platte County Commissioners in Wheatland, WY - The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the August 17th regular meeting minutes. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #20 from the Fairgrounds Improvement Fund in the sum of $502,239.92. The motion carried. Out-of-Jurisdiction Liquor Permit: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve two out-of-jurisdiction liquor permits as requested. The motion carried. Agreements: Mr. Ervin presented a grant agreement, which awards the County $10,478.80 for the purpose of securing election-related spaces. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a grant agreement between the Wyoming Secretary of State and Platte County. The motion carried. Mr. Ervin then presented a memorandum of understanding that sets forth terms and conditions for Virtual Private Network (VPN) connections to the State of Wyoming Supreme Court. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a memorandum of understanding between the Wyoming Supreme Court and Platte County. The motion carried. Finally, Mr. Ervin presented an MOU, which provides the County $36,000 for dispatching purposes. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a memorandum of understanding between the Wyoming Military Department and Platte County. The motion carried. Harris Park Road: Hal Hutchinson, County Engineer, spoke to the Commissioners regarding proposed improvements to Harris Park Road. Mr. Hutchinson recommended that the commissioners approve the plans by Hoskinson Ranch to perform improvements to Harris Park Road. Furthermore, Mr. Hutchinson suggests the Commissioners require a contract for construction of a small project. Tyler Miller, Earth Work Solutions, addressed concerns that the Commissioners and Mr. Hutchinson had. Steve & Jacquelin Palm raised a concern about their mailbox being moved. The Commissioners agreed with Mr. Hutchinson’s recommendations and will work towards a contract to be executed between the County and Hoskinson Ranch. Courthouse Renovation Project: Greg Orr, Project Manager, spoke to the Commissioners about when Sampson is able to release their subcontractors for work. Mr. Orr assured the Commissioners that despite not having a GMP (Guaranteed Maximum Price), the project is not getting behind schedule. Mr. Orr is waiting on the final mechanical design to finalize a GMP. The Commissioners are requesting a GMP on October 5th. 4-H Building Reconstruction Project: Greg Orr, Project Manager, is working with Sampson Construction to close the project. Mr. Orr said there should be one more Sampson payment, which will signify the end of Sampson’s presence at the building. Predatory Animal Board: County Treasurer Rietz and Bill Klein, Treasurer of the Predatory Animal Board, presented the annual receipts and expenditure report for the board. Maintenance Department: Jim DeWitt, maintenance supervisor, presented updates to the Commissioners about the project to relocate the courthouse to 2020 South Street. Mr. DeWitt is preparing the new location so the courthouse departments can move out during the renovation. Court Security Committee: The Committee met with the Commissioners to discuss how the temporary courthouse location will be protected. Sheriff Harris proposed solutions to provide for court security. Public Health Nurse Manager: Nicole Sticka, P.H. Nurse Manager, spoke to the Commissioners about a project she is required to complete for on-going education. Mrs. Sticka is seeking approval to obtain a mobile medical unit to assist in deploying vaccinations and other services. There being no further business the meeting adjourned at approximately 12:15 P.M..
