Unapproved Record of the May 7, 2019 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Chairman; Steve Shockley, Commissioners; Ian Jolovich, Commissioners; Malcolm Ervin, County Clerk; and Melanie Kaushagen, Deputy County Clerk. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the agenda. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the minutes from the last regular meeting. Business Before the Board: Collections: District Court - $2,266.00; County Clerk - $12,966.65; Circuit Court - $24,589.00. Tax Cancellations: Mr. Shockley moved, seconded by Mr. Jolovich, to approve the tax refund for tax year 2018 for Ronald & Jackie Tillman in the amount of $24.32 due to the home being destroyed. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve two tax refunds for tax years 2017 and 2018 for Eldon & Jodi Garver in the sum of $368.00 due to being assessed with incorrect acreage. Road & Bridge: Superintendent Angle presented one encroachment license from Cassy Lower for approval. Mr. Angle also informed the Commissioners that the State was requiring payment to stockpile road material on state land. The state requires payment and requires that the county pay the lessee of that acreage. Therefore, Mr. Jolovich motioned, seconded by Mr. Shockley, to approve payment to Stand Lands and Investments in the sum of $1,050.00 and to Ken Crossland in the sum of $500.00. The motion carried. Planning & Zoning: Clerk Ervin presented three building certificates for approval from Cassy Lower, Walter Link, and Kyle Lewis for approval. Line-Item budget transfer: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the transfer of $160.53 from Sheriff’s Office Account Special Investigations to account vehicle maintenance. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the transfer of $2,559.77 from Detention Account Detention Medical to account new equipment. The motion carried. Mr. Shockley motioned, second by Mr. Jolovich, to approve the transfer of $681.23 from Sheriff Account Uniforms – to account Extraditions. The motion carried. Elevator Service Agreements: Two elevator service agreements from ThyssenKrupp were presented. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve both elevator service agreements. MOU: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a memorandum of understanding between Platte County and Cheyenne Pipeline LLC. Contract Amendment: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve an amendment to a contract between Tyler Technologies and Platte County. Wyoming Wireless: B.J. Axford and Jordan Ham, representing Wyoming Wireless, presented an IT proposal. Ptolemy Data Systems: Jesus Rios, Tim Chenoweth, and Randy Hyder, representing Ptolemy Data Systems, presented an IT proposal. Pro River Tech: Tom Overstreet spoke about current IT projects and Pro River’s interest in continuing to provide IT services for Platte County. Recommended Budget for FY20: Clerk Ervin presented his recommended budget for fiscal year 2019-2020.
