PUBLIC NOTICE
UNAPPROVED - RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held at Town Hall on January 14, 2019 pursuant to the law. Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilmen Madsen, Ashenhurst, Schindler and Britz. Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present. Mayor Graves presented the agenda. Additions included the appointment of the Fire Chief, the Mayor Pro-tem and a representative to the Platte County Economic Development Board of Directors. Councilman Madsen motioned, seconded by Councilman Britz to approve the amended agenda. Motion passed 4-0. Municipal Judge Mickelsen swore into office Mayor Brandon Graves, Councilman Bill Britz and Councilman Jamie Schindler for their regular four year terms. Mayor Graves presented the following appointments for the Town of Wheatland; Doug Weaver as Attorney, Candy Wright as Clerk/Treasurer, Randy Chesser as Police Chief, Vicki Mickelsen as Municipal Judge, Bob Glasson as Fire Chief and Alan Madsen as Mayor Pro-Tem. Councilman Britz motioned, seconded by Councilman Ashenhurst to approve the appointments as presented. Motion passed 4-0. Mayor Graves appointed Attorney Doug Weaver as the Town’s representative on the Wyoming Municipal Power Association’s Board of Directors. Councilman Ashenhurst motioned, seconded by Councilman Madsen, to accept the appointment. Motion passed 4-0. Mayor Graves appointed Planner Jon Kalev to the Wheatland Historic Preservation Commission. Councilman Ashenhurst motioned, seconded by Councilman Britz to accept the appointment. Motion passed 4-0. Mayor Graves appointed Clerk/Treasurer Candy Wright as the Town’s representative on the Platte County Economic Development Board of Directors with Jon Kalev serving as the alternate. Councilman Schindler motioned, seconded by Councilman Madsen, to accept the appointments. Motion passed 4-0. Mayor Graves presented the consent agenda. Motion passed 4-0. Councilman Britz motioned, seconded by Councilman Schindler, to adjourn the regular meeting and enter into a Public Hearing for a discussion on the transfer of Retail Liquor License #5 from Dusty Boots Inc. to Teddy and Johanna Sarad doing business as Vimbo’s Restaurant and Bar. Speaking in favor of the transfer was Mona Sherard. With no one speaking against the transfer Councilman Britz motioned, seconded by Councilman Schindler, to approve the transfer of Retail Liquor License #5 from Dusty Boots Inc. to Teddy and Johanna Sarad. Motion passed 4-0. Mayor Graves presented Retail Liquor License #5 for renewal. Councilman Britz motioned, seconded by Councilman Madsen, to approval the renewal of Retail Liquor License #5. Motion passed 4-0. Councilman Madsen motioned, seconded by Councilman Ashenhurst to adjourn the public hearing at 7:34 pm and reconvene the regular meeting. Motion passed 4-0. Planner Jon Kalev presented the final plat for the East View Meadows Subdivision, located within one mile of the town limits, for approval. Councilman Madsen motioned, seconded by Councilman Ashenhurst, to approve the final plat and authorize Mayor Graves to sign. Motion passed 4-0.
